भारत में शिक्षकों की संख्या एक करोड़ पार — और ९.८३ लाख पद खाली

 राष्ट्रीय शिक्षा नीति २०२० के छह वर्ष: आँकड़े क्या कहते हैं पिछले वर्ष भारत के विद्यालयों में शिक्षकों की संख्या पहली बार एक करोड़ के पार पहुँची। उसी वर्ष देश में ९.८३ लाख स्वीकृत शिक्षक पद रिक्त पड़े थे। दोनों आँकड़े सही हैं। और इन्हीं दोनों के बीच राष्ट्रीय शिक्षा नीति २०२० की पूरी कहानी छिपी है। छह वर्ष पहले जब १९८६ की नीति के स्थान पर नई शिक्षा नीति आई थी, तब चर्चा संभावनाओं की थी। आज हमारे पास प्रमाण हैं। मैं इस लेख में वही करना चाहता हूँ जो वर्षगाँठ के अवसर पर प्रायः नहीं किया जाता — उपलब्धियों और असफलताओं को एक ही पृष्ठ पर रखना, बिना किसी को छोटा किए। जो वास्तव में बदला हमारे क्षेत्र में हर सुधार को दिखावा कह देने की एक आदत बन गई है। आँकड़े इस निराशावाद का समर्थन नहीं करते। उच्च शिक्षा में पहुँच सचमुच बढ़ी है। जुलाई २०२६ में जारी अखिल भारतीय उच्च शिक्षा सर्वेक्षण के अनुसार २०२३-२४ में नामांकन ४.५० करोड़ तक पहुँचा और सकल नामांकन अनुपात पहली बार ३० के पार गया — जो २०१४-१५ में २३.७ था। एक दशक में १.०८ करोड़ विद्यार्थी जुड़े। बेटियाँ अब पीछे नहीं, आगे हैं। महिला सकल नामांकन अनु...
